Sounds like a fuel supply issue

Did you say it was a carburatored 350 distributor, rotor, coil. just like the good old days Very Happy

Could be a slightly plugged fuel filter.. The thingy under the cap (distributor Cap) is the rotor

Well that's a quick and easy fix. (moisture)
pop off the cap... spray the inside with WD40.. blow it out, or wipe it out with paper towel.
Then try starting it.
I still think it's a fuel supply issue Very Happy

its hard to say without a little better discription.. where is the noise coming from, what exactly does it sound like whither it be metal on metal, scraping plastic, screaching tires, etc.. you need to check for fuel, air and spark.. start from there and figure out what one you dont have..

get some starter fluid and spray it down the carb and see if it starts. or TB fluid.

Like Joe said
Make sure your getting the essential. Fuel Air and Spark. Then work back from there.
Did you pop your distributor cap off to make sure everything is OK under there?
